The MEXT (Japanese Government / Monbukagakusho) scholarship doesn't use your university's GPA as it is. Your grades have to be converted course by course to MEXT's own 3.0 scale, and graduate applicants recommended by a Japanese university need at least 2.30. How the MEXT 3.0 GPA scale works
MEXT compares applicants from every country on one scale that runs from 0 to 3. Each course grade is converted to 3, 2, 1 or 0 grade points using MEXT's conversion chart, and the MEXT GPA is the credit-weighted average of those points.
The conversion depends on how many grade levels your school uses. On a 5-level system such as the US A, B, C, D, F scale, the top two grades are both worth 3 points, so an A and a B each count as 3, a C as 2 and a D as 1. On a 4-level system (A, B, C, F), only A is worth 3.
Percentage marks convert the same way on every system: 80-100% is 3 points, 70-79% is 2, 60-69% is 1 and below 60% is 0. That's why a student with a 3.3 GPA or a 75% average can land below 2.30 on the MEXT scale, while a US student with mostly Bs can be well above it.
MEXT GPA formula
MEXT uses the same weighted average as a normal GPA, just with its own 0-3 grade points:
MEXT GPA = (GP3 credits × 3 + GP2 credits × 2 + GP1 credits × 1 + GP0 credits × 0) ÷ Total credits
- "GP3 credits" means the total credits of all courses that convert to 3 points, and so on.
- If your school doesn't use credits, use the number of courses instead: enter 1 as the credits for every course.
- Plus and minus grades count as the base letter (B+ and B- both count as B), because the conversion chart only lists whole letters.

Choose your grading system
Pick the letter system your transcript uses. If your transcript shows percentage marks, any option works because marks convert the same way on all of them.

Add a row for each course
Include every graded course from the period your application asks for, usually your whole degree at your most recent school.

Type the letter (A, B+, S, Excellent) or the percentage mark (for example 78) exactly as it appears on your transcript.

Worked example: a US-style transcript
On a 5-level A-F system, B still converts to 3 points:

Worked example: a percentage transcript
Marks in the 70s only earn 2 points, so a 78% average only just clears 2.30:

Total points: 28 ÷ 12 credits = 2.33 MEXT GPA. Drop the Programming mark from 81% to 79% and the result falls to 2.08, below the minimum.
MEXT GPA requirement: the 2.30 minimum
Japanese universities that recommend graduate students for the MEXT scholarship require a GPA of at least 2.30 out of 3.00 on this scale, and expect similar grades during the scholarship. If you are below 2.30, you usually can't be recommended, however strong the rest of your application is.
Embassy-recommended applicants go through document screening, written exams and an interview rather than a single published GPA cut-off, but your academic record is still judged against MEXT's standard. Working out your MEXT GPA early tells you how your transcript will read to the selection committee.
Tips for calculating your MEXT GPA
- Use your official transcript, not a self-reported GPA. The committee will check every course.
- Include failed and repeated courses if they appear on your transcript. Leaving them out would overstate your GPA.
- Courses graded only pass/fail are not on the conversion chart. Leave them out unless your university's instructions say otherwise.
- Don't multiply a 4.0-scale GPA by 0.75. MEXT converts course by course, and the result can be very different.
- Keep a copy of your calculation. Some universities ask you to submit it with your application form.

MEXT gives 3 points to the top two grades of any 5-level system. On an A, B, C, D, F scale that means A and B both earn 3. On a 4-level scale (A, B, C, F), only A earns 3 and B earns 2. That's why choosing the right grading system in the calculator matters.
There's no percentage cut-off. Marks convert to points (80%+ = 3, 70-79% = 2, 60-69% = 1, below 60% = 0) and the average must reach 2.30. With equal credits, that means roughly 3 in every 10 courses at 80% or above and the rest at 70% or above. Every mark below 70% needs more 80%+ marks to make up for it.
Use credits if your transcript lists them; the MEXT formula is weighted by credits. If your school doesn't use a credit system, MEXT says to use the number of courses instead, so enter 1 as the credits for every course.
Include every graded course from the period your university or embassy asks for, usually all years at your most recent school, including failed and repeated courses shown on the transcript. Some universities ask for specific years only, so follow the instructions in your application guidelines.
